Paul Emme

My name is Paul Emme. I have been a CUPE 4163 member since 2019, originally as a Comp 1 TA, and now as Comp 2 language instructor and sometimes Comp 3 sessional instructor. I have served as the treasurer for CUPE 4163 for the last 2 and a half years. In this time, I have familiarized myself with the duties and functions of the role. I am seeking a second term as treasurer, so I can continue to serve CUPE 4163 using the skills I’ve developed over the past two years. I am also keen to continue building my expertise as treasurer, so I can contribute to the institutional knowledge of our union.

Teagan Parkin

Biochemistry and Microbiology
My name is Teagan and I have been a CUPE 4163 member for two years now, during which I have served as department steward for biochemistry and microbiology, and as trustee for the last year. I represented CUPE 4163 as a delegate at the CUPE BC convention in 2025, and am currently serving on the CUBE BC Young Workers’ committee. As many students are young workers, there is much overlap between the issues faced by young workers and student workers, such as affordability and making sure that our voices are heard by the larger labour movement. I am working with the Young Workers’ committee to recommend ways in which we can better combat these issues.
My dad was a proud member of the International Brotherhood of Boilermakers, and instilled in me the importance of unions in protecting and expanding workers’ rights. I would be honoured to step into a larger role in our union, and look forward to working with members to protect and expand our rights as workers at UVic.
COMP 1 VICE-PRESIDENT
Neve Sugars-Keen

I became the Component 1 vice president in September, and since then I have given the 4163 board my all. I have headed the C1 steward’s council, been elected to the bargaining team, will be going as a delegate to the up-coming CUPE BC convention, serve on the CUPE BC environment committee. Previously, I served as a union steward at Carleton University with CUPE4600, including during the Teaching Assistant strike in 2023, before coming to UVic–and I have also served on the boards of other non-union organizations. Most recently, I have stepped up to serve as the local’s Acting President since mid-February. This role reflects my dedication to the labour movement at all levels, and has enmeshed me in the day-to-day running of the local, allowing me a broader perspective beyond C1 that serves me well in this role.
I am currently pursuing a PhD in Sociology, which has given me a strong understanding of power relations and broader social patterns of inequality and struggle. Our union is one of the strongest tools we have to defend our rights and improve our working conditions. Serving as Vice President would give me the chance to contribute my skills and passion to help strengthen that tool and ensure that every member feels supported and heard as we move towards bargaining. To me, being in a union means solidarity–supporting one another, building community, and joining our voices together to demand a fairer workplace and just compensation. I am committed to add my strength to that work in every way I can. Together, we can continue building a stronger, more equitable union—and I would be honoured to serve in that work as your Vice President.
