Fall SAGM Proposed Bylaw Changes

# 1 Change the President’s term of office from one to two years

Purpose: to give a new President time to learn the role and make it easier to engage in longer term planning

Current:

1)    d. The Treasurer and Equity Vice-President shall serve two-year terms; all other executive members shall serve one-year terms.

Proposed:

1)    d. The President, Treasurer and Equity Vice-President shall serve two-year terms; all other executive members shall serve one-year terms. Elections for President will be held in odd-numbered years. Elections for Treasurer and Equity Vice-President will be held in even-numbered years.

 


 

#2  Change Executive honoraria amount and update bylaw

Purpose: Restore the honoraria to the pre-2019 amount and integrate the criteria policy into the bylaws

 Current:

Each executive member shall receive a yearly honorarium of $499. Executive members who serve six months or less of a term will receive a $250 honorarium. In the case of the President being at least a half- time paid position, they shall not receive an honorarium. Payment will be made at the first Executive meeting following the Semi-Annual General Meeting.

Each unpaid executive member shall receive a yearly honorarium of $499 600. Unpaid Eexecutive members who do not serve six months or less of a full term will receive a $250 pro-rated honorarium. In the case of the President being at least a half- time paid position, they shall not receive an honorarium. Payment will be made at the first Executive meeting following the Semi-Annual General Meeting. Half of the executive honorarium shall be paid out in the last week of October, and the other half shall be paid out in the third week of April.

 

As executive officers are elected as representatives of their components and the membership at large, it is important that they attend executive board meetings in order to provide that representation. With this in mind, they are expected to attend all board and general meetings in order to receive their honoraria. If a board member misses more than 2 meetings per half year, they shall receive only ½ the honorarium amount for that ½ year, unless they have a good reason such as

·       work, academic, family, or vacation commitments

·       any situation that would require a leave, such as illness or a death in the family.

 


 

#3.  Change the definition of “Department”   

Purpose: Update the language so that it more accurately reflects the membership.

#4  Revise and update the Stewards bylaw

Purpose: to provide detail on the number and election of stewards and remove a redundant part of the bylaw

Current:

1.              Departments

Each administrative unit of the University that employs a member is herein defined as a Department.

 

2.              Departmental Stewards

 

a)              Each Department shall be entitled to at least one (1) steward per component, if the department includes members from more than one (1) component.

b)              The members of a department shall be responsible for meeting to elect their Departmental Stewards and each September and as vacancies arise.

 

3.              Duties of Departmental Stewards

Departmental Stewards shall:

a)               Attend all regular membership meetings.

b)              Act as a liaison between members of the Department and the Executive Board.

c)              Assist in grievance proceedings when required.

1. Departments

Each administrative unit of the University that employs a member is herein defined as a Department.

2. 1. Departmental Allocation of Union Stewards

a)  Each Department shall be entitled to at least one (1) steward per component, if the department includes members from more than one (1) component

Union stewards shall be allocated as follows:

 

Component 1:

One (1) steward per Department.

 

Component 2 (Continuing Studies):

Second Language Teachers: one (1) steward per every 35 members.

Cultural Assistants: one (1) steward.

 

Component 2 (Residence Life):

Community Leaders:  One (1) steward per Neighbourhood.  

Senior Community Leaders: one (1) steward.  

Component 3:

Each Faculty shall be entitled to one (1) steward per every 25 members.

b) The members of a department shall be responsible for meeting to elect their Departmental Stewards and each September and as vacancies arise.

 

2. Election of Union Stewards

 

Component 1: Stewards shall be elected at the Fall departmental orientations and as vacancies

                          arise.

Component 2 (Continuing Studies): Stewards shall be elected as vacancies arise.

Component 2 (Residence Life): Stewards shall be elected in September and as vacancies arise.

Component 3: Stewards shall be elected as vacancies arise.

 

3. Duties of Departmental Union Stewards

 

Departmental Union Stewards shall:

 

a) Attend all regular membership meetings. Act as a liaison between members of the Department or Faculty and the Executive Board and/or Union Office

 

b) Act as a liaison between members of the Department or Faculty and the Executive Board. Take part in steward training and assist in grievance proceedings when required.  

 

c) Assist in grievance proceedings when required. Attend regular membership meetings and their component steward meetings.

 

4. Union stewards will receive honoraria for their service as per the criteria laid out in the Steward Honoraria Policy.

 


 

#5. Expand upon and clarify by-election rules

Purpose: to provide greater direction and transparency around the running of by-elections

Current:

Bylaw 10: Nomination Election and Installation of Officers

By-Elections
a) Should any office fall vacant for any reason, if no general or component membership meeting is scheduled to occur within the next 3 weeks, a special membership meeting for the by-election will be held or an online election will be called. The by-election shall be conducted as closely as possible in conformity to this bylaw.

b) The notice period between the nomination call and deadline is 10 days.

c) For in-person by-election meetings, the vote will be held the day after the nomination deadline at the meeting.

d) For online by-elections, voting shall open the day after the nomination deadline, and close 2 days later. A reminder to vote shall be sent out the afternoon before or morning of the last day of voting.

e) Online by-elections will be administered by staff, who will employ a survey software platform that enables anonymous voting.

Once the Executive Board has decided on a specific method, and in order to ensure transparency, the election notice or notice of motion will specify the voting method.

d) For online by-elections, voting shall open the day after the nomination deadline, and close 2 days later. A reminder to vote shall be sent out the afternoon before or morning of the last day of voting.

e) On-line by-elections will be administered by staff, who will employ a survey software platform that enables anonymous voting. The voting platform must provide a secured access or a personalized link and ensure the secrecy and integrity of the vote.


 

6. Update the Per Diems and Travel Expenses bylaw to provide direction around flights.

 Purpose: Require the booking of fully refundable flights for conference and convention travel.

(iv)  For convention or conference travel, fully refundable flights must be booked.

 


 

#7 Provide detail and direction around strike support donations

 Purpose: Allow the Executive to approve strike support donations of up to $1000 and broaden the meaning of  “donation”.

4) Donations

(d) Strike Support Donations

i) The annual budget for strike support donations shall be approved by members at the Semi-Annual General Meeting.  The Executive shall decide on the disbursement of donations.  No donation may exceed one thousand dollars ($1000.00), unless approved by the general membership.

ii) Strike support donations may take the form of purchasing food and/or drink for picket lines.

 


 

8) Add Bargaining Team Compensation to the bylaws

 

Purpose: Include in the bylaws the existing practice that sets the rate at which members are paid for time spent bargaining with the employer

7) Bargaining Team Compensation

a) Bargaining team members will be paid for time spent in bargaining at the Step 7 rate of the Component 2 Second Language Teachers salary schedule. This applies only to bargaining days (at the table and in caucus).

b) Component 3 bargaining team members who choose to receive the aid of a Teaching Assistant to compensate for the extra workload of participating in bargaining will not be eligible to receive bargaining pay.
